HOUSTON (Reuters) – Former U.S. Secretary of State John Kerry on Wednesday called for a reevaluation of global trade regulations, describing the World Trade Organization as "neutered."
Kerry, who recently stepped down from his role as climate envoy for President Joe Biden, emphasized the need for collaboration with China on climate issues during extensive remarks on trade policies, tariffs, and the transition from fossil fuels at the Gastech energy conference in Houston.
“We need to foster an understanding among countries, with China and the U.S. ideally leading the way, regarding fair processes within the global trading framework," Kerry stated.
He expressed concern over the current state of the Geneva-based WTO, suggesting it has lost its effectiveness.
The former Biden campaign advisor criticized the increasing imposition of tariffs on Chinese goods, a strategy utilized by both the Biden administration and former President Donald Trump to revitalize U.S. manufacturing and promote clean energy sectors, including solar panel and electric vehicle production.
“I’m not a supporter of tariffs at all. Historically, they have created significant issues for both markets and nations," Kerry remarked. “I believe in fostering incentives for desired outcomes instead."
Kerry reiterated the necessity for nations to cooperate with China on climate issues, despite ongoing trade tensions.
“I advocate for collaboration with China on climate, as they account for 30% of global emissions and are the largest producers of various energy transition technologies,” he noted.
U.S. legislators and regulatory bodies need to tackle the challenges surrounding the permitting of clean energy initiatives, which have been delayed due to prolonged review processes and various challenges.
“We face political and regulatory blockages, one being permitting. It’s unacceptable to take 10 years to permit these projects; we don’t have that kind of time,” he asserted. “No other nation is going to wait for us to get our act together.”
