According to the details of the proposal, the key objectives include a cessation of military operations, a sustained de-escalation of tensions, the exchange of hostages and prisoners, the lifting of the Israeli blockade on Gaza, the return of displaced individuals to their homes, and an increase in aid supplies.

Details of the Proposal:

First 45 Days:

  • A temporary suspension of military operations, including an end to aerial surveillance, with Israeli forces repositioned away from populated areas throughout the Gaza Strip.
  • The release of Israeli civilian women and children aged 19 or younger who are being held captive in Gaza, along with elderly and sick hostages.
  • The release of Palestinian women, children, elderly individuals, and the sick from Israeli prisons.
  • An agreement to release 1,500 Palestinian prisoners, of which Hamas would select 500 who have received long or life sentences.
  • An increase in humanitarian assistance to Gaza, including northern regions and allowing displaced residents to return to their home areas, along with the initiation of rebuilding hospitals, homes, and other facilities. United Nations agencies would provide services and establish shelter camps for those affected.

Second 45 Days:

  • Discussions are to be concluded before entering the second phase, focusing on the conditions for maintaining the ceasefire.
  • All Israeli male civilian and military hostages would be released in exchange for additional Palestinian prisoners.
  • Emergency humanitarian measures in Gaza would continue.
  • Israeli forces would withdraw from the Gaza Strip.
  • Comprehensive reconstruction efforts would begin while the blockade on Gaza would be lifted.

Third 45 Days:

  • An exchange of remains and bodies from both sides following their identification.
  • Continuation of agreed-upon humanitarian measures in Gaza from the previous phases.
